The Uttarakhand High Court directed the Doon University to proceed to act on the special audit report without waiting for any further orders.

The Division Bench of Chief Justice Vipin Sanghi and Justice Rakesh Thapliyal heard a Public Interest Litigation (PIL) raising grievance that the respondent Doon University has not acted in terms of the communication dated 13.11.2017, issued by the Principal Secretary, Government of Uttarakhand, on the basis of the special audit of the Doon University, wherein certain irregularities with regard to payments made, and procurements made, were pointed out.

The respondent Doon University has filed its counter-affidavit, as well as its supplementary affidavit.

From the supplementary affidavit filed by the Doon University, the Bench noted that the Executive Council has resolved to await the decision of this Court before proceeding to act in the matter.

The Bench is of the view that this stand of the Doon University is not proper, since the grievance of the petitioner, primarily, is that action has not been taken in terms of the special audit report. The respondent University would do well to act on the said report, obviously, in compliance with the principles of natural justice, and place before the Court the Action Taken Report.

Matter is listed on 03.04.2024 for further hearing.
