UGC introduces a new refund policy in response of complaints of not refunding fees

In response to ongoing complaints from students and parents about Higher Education Institutions (HEIs) not refunding fees after admission cancellations or withdrawals, the University Grants Commission (UGC) has introduced a new fee refund policy for the 2024-25 academic year.

At its 580th meeting on May 15, 2024, the UGC decided that HEIs must offer a full refund for all cancellations or student migrations up to September 30, 2024. For refunds processed by October 31, 2024, only a nominal processing fee of up to Rs 1,000 will be deducted. This policy is applicable to all Higher Education Institutions (HEIs) established or incorporated under Central or State laws, as well as those recognized by the University Grants Commission (UGC) under Section 2(f) of the UGC Act, 1956.

This policy also covers institutions deemed universities under Section 3 of the same Act and all HEIs affiliated with a university.

Additionally, the guidelines extend to organizations that handle admissions and fee collection on behalf of HEIs. Each institution must ensure timely fee refunds in accordance with the new regulations.

For admissions starting after October 31, 2024, HEIs must follow the UGC’s October 2018 notification on fee refunds. This notification outlines the percentage of refunds based on when a student withdraws in relation to the officially announced last date of admission.

The UGC stated that this policy will continue for future academic sessions until updated. They also highlighted their dedication to resolving student grievances through the Redressal of Grievances of Students Regulations, 2023.

Any delays or refusals in fee refunds beyond the specified timelines will be regarded as a serious violation, making the HEI liable to punitive measures as outlined in the UGC’s 2018 notification. HEIs are strongly encouraged to diligently implement the new fee refund policy for the 2024-25 academic year and promptly address any related grievances in line with UGC regulations.
