TG Teachers Transfers 2024 or Telangana Teachers Transfers 2024 notification and transfers schedule has been released by DSE at transfers.dse.telangana.gov.in/Transfers/.

The School Education Department released Teachers Transfers Schedule on behalf of Government of Telangana. It will be available on its transfers website.

Teachers who have completed 8 years of service and who interested in can check transfers details from here. Transfer, it is the part of a job.

It is a Primary and essential to choose the working place according to the facility of the employee. Transfer and rationalization are very important to teachers and schools.

Because a teacher may work in D category school where transport facilities are poor. That teacher has a choice to choose a school according to that teacher’s choice in transfer counselling.

Rationalization is that adjustment of teachers where the teachers are excess will move to the needy school where the teachers are necessary.

TG Teachers Promotions 2024 and Transfers​


The long pending demand of teachers for promotions and transfers is finally resolved with process for the same commencing as per the schedule.

The School Education department has come out with a 31-day schedule for promotions and transfers of teachers and headmasters via counselling.

Transfers Online Application 2024​


Eligible headmasters grade-II (gazetted) and teachers, who have not applied earlier, can submit transfers online application forms as per the schedule.

Following this, hardcopies of the application along with documentary evidence and entitlement points must be submitted by teachers as per the schedule.

In respect of fresh applicants, the hardcopies of the applications submitted to the District Educational Officers (DEOs) will be verified and updated online as per the schedule.

Teachers Provisional Seniority List 2024​


A Teachers provisional seniority list along with entitlement points of all applicants seeking transfers and promotions will be displayed at DEO as per the schedule and objections, if any, can be submitted on both days.

Teachers Final Seniority List 2024​


A Teachers final seniority list will be displayed at DEO as per the schedule. Both headmasters, ZP and government teachers seeking transfers can exercise web options as per the schedule

PGHM Promotions 2024 to SAs​


After transfer of ZP management headmasters, the School Assistants (SAs) will receive promotion as headmasters of ZP management as per the schedule. Following this, SA vacancies will be notified, and SAs seeking transfers can exercise web options on both days.

SA Promotions 2024 to SGTs​


The SAs will be transferred as per the schedule, and vacancies, both existing and arising after such transfer, will be displayed on as per the schedule.

These vacancies are filled via promotions of SGTs (Secondary Grade Teachers) as SAs as per the schedule.

Following this SGTs seeking transfers can exercise web options and transfers will be done as per the schedule. The department has provided 15 days for appealing against the DEO orders.

Since 2 years in our Telangana state rationalization, transfer, promotion counselling did not hold. So, the education department made all preparations for the counselling but waiting for government acceptance.

If once the government gives green signal school education department will release the notification, guidelines, schedule.

As Government Order, Schools, Posts and Staff Rationalisation Norms released in September 2014 only that schools where the strength below 19 in Primary Schools, High Schools below 75 will merge in nearby schools. So, there is a situation where 4000 schools will be closed. So, those posts will be cancelled.

So, the government decided to do teachers rationalization. So, this process of transfers, rationalization, promotion schedule may start by the end of this month and it may have clarity within a few days.

Telangana Teachers Transfers 2024​

  • As per the schedule, Teachers Transfer cutoff date is 01.09.2023.
  • No transfer allowed with Zero (0) service. Teachers must have 2 years station seniority till the above said cutoff date.
  • Transfers are will be done in web counselling, but offline counseling will be done for NCC officers only.
  • 5 years service is long standing service for GHMs and n8 years service is long standing service for other category
  • As per the transfers guidelines, no SSC performance points for transfers.
  • 17%, 13%, 11% Classification points as category 1, 2, 3 according to HRA 3, 2, 1 points for every year.
  • 10 points only will be given for District and State Chief Officers of Teachers Union with OD
  • Allowed for new muscular dystrophy, dialysis in pre category and pre. Category users should attach certificate from DMB on dates after 01.01.2023.
  • if there are two employees have the Special points/pre category points, only one of the two category points should be used.
  • spouse points are applicable only to those are working in the same district.
  • Receiving the transfer order, after the Transfer 2024, the joining report should be given in the new place immediately.
  • But relieving should be released from the old station on the last working day of the academic year 2022-23.

Eligibility Criteria for Telangana Teachers Transfers, Telangana State Government, School Education Department has issued the Telangana Teachers Transfers Rules 2015 through GO.12 on June 16, 2015 for conducting transfers through counselling mode in all districts. In this subject, the School Education Department officials has released the schedule of teachers promotions transfers.

8 Years Norm​


In the wake of Telangana State formation, teachers sought five years as a norm for transfer but the Telangana government decided to followed the old norm of eight years that was framed in erstwhile Andhra Pradesh.

Transfer rules and guidelines would be applicable for telangana teachers in government, panchayat raj, zilla parishad and mandal parishad schools.

As per the GO issued by the government, only 20 per cent of the teachers would be eligible for transfers with eight years norm.

Eligibility Criteria for Telangana Teachers Transfers: As per GO.12, Rule 5, As on 01-07-2015, i) Teachers/HM Grade II should have minimum 2 years service in a school for eligible to apply for transfer. ii) Teachers, who have completed 8 years service in a school should be compulsory transferred.

ii) HM Grade II, who have completed 5 years service in a school should be compulsory transferred. and more details on this subject as follows. The following categories of Head Master, Gr.II (Gazetted)/ Teacher in the Government/ ZPP /MPP shall be transferred.

a) Head Master Gr.II (Gazetted), who have completed (5) years of service in a particular School as on 1st July of the current year shall be compulsorily transferred, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer.

b) Teachers, who have completed (8) years service in a particular school as on 1st July of the current year shall be compulsorily transferred, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer.

c) The male Head Master Grade-II (Gazetted) /Teacher aged below 50 years as on 1st July of current year and working in Girls High School.

d) The Head Master Grade-II (Gazetted) and the Subject Teacher concerned of the school in which the pass percentage in the S.S.C. Public Exam (March) is less than 25% shall be transferred to the schools located in Category-III / IV habitations.

However, for want of Subject Teachers if the result is below 25%, the Head Master concerned shall not be made accountable and hence shall not be shifted.

The Transfer Committee constituted should take up such transfers on first instance without reference to general transfer or entitlement points of the individuals.

If no women HMs / Teachers are available to work in Girls High Schools, then male HMs / Teachers who are over and above 50 years of age may be considered for posting to such Schools.

Head Master Gr.II (Gazetted) / Teacher who has completed a minimum period of two years service in a category of post in a School as on 1st July of the current year shall be eligible to apply for transfer.

The Head Masters Gr. II (Gazetted) / Teachers shifted under Rationalization i.e., Primary Schools, Upper Primary Schools and High Schools shall also participate in the Transfers Counseling, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such Transfer and next junior shall be shifted. If other junior Teacher is not available he/she shall be shifted.

The Head Masters, Gr.II (Gazetted) who has completed (5) year of service and Teacher who has completed (8) years of service as NCC Officer, shall be posted in a vacancy in a School where there is NCC unit.

All transfers shall be affected within the present Management, Agency Area to Agency Area, Plain Area to Plain Area.

All the District Educational Officers and Regional Joint Directors of School Education are hereby informed that the Government have issued rules regarding Rationalisation/transfers counselling of Head Masters Gr. II (Gaz), School Assistants and SGTs and equivalent cadres in the G.O. read above.

In view of the above , the guide lines are appended herewith for taking necessary action in the matter for taking up to conduct the Rationalisation/Transfer/Promotion counselling as per the Govt. orders and Schedule any deviation in the matter will be viewed seriously.

Teachers Transfers Promotions Guidelines: 8) The teachers who completed two years of service in that particular category of post as on 01.07.2015 and who are interested for transfer shall apply through on-line as per schedule.

9) The following Teachers/ HMs shall compulsorily apply for transfer:

  • The Teachers who have completed (8) years and HMs who have completed (5) years of services as on 01.07.2015 in the present place of working in the present post.
  • The Male Teachers working in Girls High Schools below 50 years age as on 01.07.2015.
  • Head Masters Gr-II (Gazetted) I Teachers identified for shifting under Rationalization.
  • Teacher who were transferred during teacher transfer counseling held in the year 2013 for whom opted vacancies are not available due to shifting of posts under rationalization.

10) The teachers who were covered under G.O. 610 shall also apply for transfer.

11) The District Educational Officer should ensure that the teachers at point No. 09 apply for transfers.

If not applied for transfer, such teachers shall be given transfer orders in absentia in the left over vacancies. .

In pursuant to the orders issued in the references read above, the following instructions are issued for taking necessary action in the matter.

1. The surplus Secondary Grade Teacher post shall be adjusted against single Teacher Schools on descending order of Enrolment.

2. If there are still excess of persons in SGT cadre after exhausting requirement in Primary Schools as per above, those Teachers shall be allotted to Upper Primary Schools against the post of School Assistants/ Language Pandit. Clarifications on Teachers Rationalization & Transfers and Promotions

3. After adjusting the identified surplus School Assistant posts against the requirement of School Assistants in High Schools in a District, the balance of School Assistant posts shall be adjusted /shifted to Schools prioritizing the Schools in the following manner:

i) Schools having classes IX/VIII and where no posts/ less number of posts of School Assistants are Sanctioned.
ii) Upper Primary Schools not having required sanction posts as per norms.
iii) Schools having more enrolment.

4. In a district where the No. of School Assistants (lst language) and School Assistants (2nd language) are less than required as per staff pattern, Language Pandit Gr.II can be counted against School Assistants (Languages) concerned in the staff pattern to the extent of short fall of those posts in High Schools.

5. The SGTs post in High Schools/ Upper Primary Schools shall not be shifted unless School Assistant posts are provided to that school as per staffing pattern.

6. For I to V Classes of an Upper Primary School, the same staff pattern as prescribed in Annexure – I (for a primary school) i.e total no of Teachers is to be followed.
Example:
151- 200 Six SGTs,
20 l-240 Seven SGTs so on .
However the post of Head Master of Primary School, if sanctioned already in Upper Primary School shall be shifted to the needy Primary School.

7. Certain District Educational Officers have brought to the notice that some of the habitations / towns were earlier in one category as per the HRA percentage and later the HR.A percentage is increased and requested for clarification regarding the calculation of entitlement points, As per Sub-rule (a) of Rule 6 of the G.O. the habitations/ towns are classified into 4 categories based on the HRA percentage it is clarified that, the entitlement points may be calculated proportionately in the matter as per the categorization in the G.O.

8. Some of the Girls High Schools were earlier converted into success schools, after the conversion of such schools both boys and girls are being enrolled, therefore, such schools may be treated as Co-Educational Institutions.

9. Counseling may be conducted separately, medium-wise (except for Languages) in all cadres.

10. The transfer applications which are not submitted through on-line and hard copy through the concerned officer shall not be entertained.

11. Some of the field Officers / Headmasters are showing/ informing the vacancy position based on which the posting orders are issued during counseling.

After issue Of posting orders, some of the field officers / Headmasters are informing the authorities that there is no vacancy in a particular school. In all such cases disciplinary action shall be initiated against the all concerned under Rule 20 of CCA Rules immediately and reposting to such teachers should also be issued immediately.

12. The Text Book writers/ Illustrators shall also be treated as state level resource persons for the purpose of awarding entitlement points under the Rule 7 (b) (ii) based on the certificate issued by the Director, SCERT.

13. The Best Teachers who have got National award issued by the Central Government and State award issued by the State Government on the event of 5 th September only shall be considered for awarding entitlement points under the Rule 7 {a).

14. Some of the DEOs have reported that certain mistakes have crept in while reporting enrolment in DISE. In such cases of wrong reporting of data in the DISE the DEO may submit the report specifically duly verifying Attendance register, Admission register, attendance in annual examinations to Director of School Education.

15. To adhere to the instructions issued in GO Ms 3 SW (TW Edn.) Dept, Dt. 10.1.2000 for effecting promotions in agency areas.
16. To ensure that at least one regular Teacher is posted in each School.

17. During the year 2011 under rationalization certain School Assistants (Physical Science) teacher posts and teachers who are found surplus were shifted to the schools where School Assistant (Maths) Posts were not sanctioned .

Keeping in view of the subject need of Mathematics subject they were posted to teach Mathematics subject. Therefore, the cadre strength shall be taken into account of School Assistant (Physical Science) only.

In such school if the School Asst (Mathematics) post could not be provided in the present rationalization process, the existing teacher who i.e., School Asst (Physical Science) and who is teaching Mathematics shall be continued .

18. The sanctioned and vacant SGT or any other posts remained surplus even after allotment /adjustment made as per requirement to Primary, Upper Primary and High School such sanctioned posts shall be kept with DEO concerned.

The DEO shall maintain proper record of such vacant SGT and other posts particulars in order to meet future requirement and the same shall be intimated to the DTO concerned for their record under intimation to this office.

19. The vacancies notified during promotion counseling shall be equivalent to the number of candidates to be promoted. Priority shall be given to fill the vacancies in the Schools where no subject Teacher is available. Clarifications on Teachers Rationalization & Transfers and Promotions

20. The Head Master Gr.II (Gazetted) I Teacher, whose spouse is working in State Government or Central Government or Public Sector undertaking or Local Body or Aided Institution in the same District and opted to transfer nearer to and towards the place of working on his/her spouse is entitled to benefit of spouse points once in 5 /8 years as the case may be.

In Case both them belong to same category of post, both of them are entitled to benefit, first one can choose any direction and second one to choose towards spouse direction.

21. The certificates issued by the competent Medical officer of the Hospital recognized by the Government under Integrated Medical Reimbursement Rules, in which Head Master Gr.II (Gazetted) / Teacher who is suffering with the diseases and so undergoing treatment shall also be considered under preferential categories duly following sub Rule (d), (e) and (f) of Rule 8 of the G.O. 2 nd read above, in the present counseling.

22. The date of reference for all purposes for Transfers is 01/07/2015. Clarifications on Teachers Rationalization & Transfers and Promotions

Key Points for Transfers:​

  • Both Spouses can avail spouse points once in 5/8 years as there is no phrase… (one of the spouses) in this year’s Transfers GO.
  • If both spouses completed 5/8 years ,first one can avail spouse points and can go anywhere but second one must go nearer to spouse only.
  • Spouse points or any other entitlement points cannot be dropped while counseling is going on. Because this time counseling process in ONLINE System only and hence points may be freezed before counseling.
  • A spouse should move towards and nearer to a spouse only if they avail of spouse points.
  • If anyone completes 5/8 years service they should not opt the same grama panchayath. Below 5/ 8 years teachers can opt the same grama panchayath.
  • In Municipality/ Corporation anyone can opt the same Municipality/Corporation though they completed 5/8 years.

2013 Transferred Teachers: 2013 transferred teachers will be relieved on 30th June, 2015. If their post (transferred post) does not exist, they have to apply for transfer with old station entitlement points and additional 5 points for rationalisation. If their old school is under closure due to lack of even one teacher they have to go back and work there till substitute comes.

In case of points tie, as per GO cadre seniority will be taken into consideration. But it came to know that it depends on the software, but may not as per seniority.

8. Persons applying under diseases priority must get certificate from District/ State Medical Board.

9. Some schools strength increased inthis year. But that cannot be taken into consideration. Only U-DISE 2014-2015 will be taken.

10. In case of PS teacher working against Maths need, Junior most PS teacher is identified as surplus.

11. Category change points calculation can be done manually. .

I wish to submit that, certain Teacher organizations in the State have represented that due to formation of New Districts in the State the Teachers may be relieved those who were transferred in TTC/Teachers Transfer Counselling -2015 but not relived due to non-availability of substitute in his place of working in the previous school (i.e., from where he/she was transferred).

Further, they also represented that the Teachers who were transferred are going to take charge of newly carved out Districts. Therefore, in order to avoid administrative problems and Legal Complications, I request you to take the necessary action as indicated below:

i) Ensure one regular Teacher is available in every Primary School and no School is left without a regular Teacher ii) Identify surplus Teachers within the Mandal so as to provide the regular Teacher for each School redeploying within the Mandal or from neighboring Mandals. .
