Government updates procedures of recruitment for scientists

The government has updated the recruitment and promotion procedures for scientists in various central government departments, in light of rapid advancements in science and technology. Significant changes have been made to the Flexible Complementing Scheme (FCS) to ensure it meets the evolving needs. This decision follows repeated requests from ministries and departments within the central government.


Initially implemented in specific scientific ministries and departments, the Flexible Complementing Scheme saw revisions with the introduction of the Modified Flexible Complementing Scheme (MFCS) in September 2010.

These adjustments were made in accordance with recommendations put forth by the Sixth Central Pay Commission (6th CPC). Recognizing changing requirements, the Personnel Ministry required an increase in educational qualifications within the MFCS for various ministries and departments. Importantly, these updates exclude institutions like the Defence Research and Development Organisation (DRDO), and the Departments of Atomic Energy and Space, which follow different promotion schemes.

As per the Personnel Ministry’s directive, the amended FCS will be effective from July 1, 2024. The revised scheme entails the formation of an inter-ministerial committee and mandates adjustments to recruitment regulations by scientific ministries and departments.


The Ministry of Electronics and Information Technology, along with all scientific ministries and departments currently utilizing the MFCS, have received instructions to initiate measures for integrating the revised FCS. This involves making adjustments to recruitment regulations to ensure alignment with the updated framework.
