The Gauhati High Court has dismissed a Public Interest Litigation (PIL) filed by Monowar Hussain Khan and 11 others, challenging Notification dated October 19, 2024 on Development Block Headquarters.
The notification, issued by Assam’s Panchayat and Rural Development Department, designated Borkalia Naskara village as the headquarters of Naskara Jamadarhat Development Block, replacing Chirakuti.
The court held that fixing the headquarters of a development block is an administrative matter within the executive’s domain.
Since the petitioners didn’t allege statutory rule violations or malafides, the bench of Chief Justice Vijay Bishnoi and Justice N. Unni Krishnan Nair declined to intervene.
The petitioners were granted liberty by the High Court to file a fresh representation within four weeks, which the authorities must dispose of expeditiously.
