Aviva India Partners with Uttarakhand State Rural Livelihood Mission to Empower Rural Communities Through Financial Inclusion

Dehradun – Aviva Life Insurance India announced a partnership with the Uttarakhand State Rural Livelihood Mission (USRLM) to drive financial inclusion and empower households across Uttarakhand. In alignment with IRDAI’s vision of ‘Insurance for All by 2047’, this strategic collaboration aims to address low insurance penetration in Uttarakhand by raising awareness about the importance of having a financial safety net and making life insurance more accessible to underserved communities.


Through this initiative, Aviva India aims to deepen insurance penetration as the lead life insurer for the state under the State Insurance Plan by the Insurance Regulatory and Development Authority of India (IRDAI). USRLM will support this effort with its extensive community-based network and mission to uplift rural livelihoods. The aim is to unlock opportunities for women in self-help groups (SHGs) by onboarding and training them as Bima Vahaks/Wellness Advisors, who will act as ambassadors of financial empowerment in their communities.


Mr. Asit Rath, CEO and MD, Aviva India said, “This collaboration with USRLM is a cornerstone in our efforts toward enhancing awareness, expanding reach and offering affordable insurance solutions to the people of Uttarakhand. As the lead insurer for the state, we are committed to advancing IRDAI’s Bima Trinity framework by creating employment opportunities for women through the recruitment and training of Bima Vahaks at grassroot level. This initiative aims to not only expand insurance penetration in the state but also ensure better access to quality insurance products and encourage healthier lives.”



By training SHG members, including Banking Sakhis (SHG member at banks), to sell and service insurance products, the partnership shall help create sustainable livelihood opportunities while improving rural access to essential financial services. Leveraging technology-driven solutions, these women, as Bima Vahaks/Aviva’s Wellness Advisors, will utilize handheld devices for policy servicing and seamless digital transactions, ensuring greater transparency, efficiency, and customer convenience.

At Aviva, we have developed a Digital Platform specifically designed for distribution to rural and lower-income groups. The platform leverages AI and India’s digital stack to enable insurance purchases in just two minutes. Moreover, we shall provide all the necessary training for the tool and products offered through SHG women and Banking Sakhis, so that they feel confident about helping their community members avail the benefit of financial wellness, without any hassle.”

The collaboration will also focus on developing and offering accessible, low-cost insurance products to meet the unique needs of rural households. By prioritizing simplicity and affordability, Aviva India is ensuring that financial protection and a healthier life become a reality for even the most remote communities in Uttarakhand.
