TS BC Welfare Department Website: TS BC Welfare Department has launched a new web portal for accessing the comprehensive information of BC welfare development, programs, activities, etc., In this web portal we can get the information of BC Welfare Hostels, BC Residential Schools, Study Circles, Facilities in Centers, Free Coaching and Training Details.

Goal: The goal of the department is to ensure better opportunities for the poor people belonging to Backward Classes to utilize educational facilities, to eradicate poverty and eliminate current inequalities that prevent the Backward Classes from realizing their full potential, and thus establishing a just and egalitarian society.

Mandate: To bring the Backward Classes Socially, educationally and economically on par with other developed communities and to achieve a just and egalitarian society. The Backward Classes Welfare Department strives for the welfare and development of Backward Classes. It aims at their Social, educational and economic development to bring them on par with other developed communities in the society. #Free Coaching

Objectives:

  • To increase access to education to persons belonging to the Backward Classes.
  • To provide quality education to meritorious B.C. Students pursuing studies at pre-matriculation level.
  • To promote higher education and impart quality education on par with general students.
  • To reimburse tuition fees.
  • To provide coaching facilities to eligible B.C. Students for various public services examinations.
  • To provide skill development and employment opportunities to BC occupational groups.
  • The major focus of the Department is on educational improvement of the Backward Classes as well as Economically Backward Classes, which is a key input for their all round development. For this purpose the department is maintaining 485 Pre Matric Hostels, 247 Post Matric Hostels, 23 Residential Schools, 3 Residential Junior Colleges and 1 Residential Degree College. #Groups Free Coaching

Organizational Set-up: Department of Backward Classes Welfare Commissionerate / Directorate:- The Commissioner / Director of Backward Classes Welfare is the Head of the Department at the Commissionerate/ Directorate level and is assisted by two Joint Directors, one Deputy Director, Junior Accounts Officer, and other ministerial staff.

5 Districts have a Deputy Director and District Backward Classes Welfare Officer and the remaining 5 Districts have only a District Backward Classes Welfare Officer.

They are entrusted with the responsibility of implementing schemes relating to the welfare of Backward Classes at the District level. The Deputy Director / District Backward Classes Welfare Officer is assisted by two Superintendents, two Senior Assistants and other ministerial Staff. The Deputy Director / District BC Welfare Officer is also assisted by Assistant BC Welfare Officers at the Divisional level and Hostel Welfare Officers at the Hostel level. The Deputy Director / District Backward Classes Welfare Officer works under the control of the District Collector at the district level.

Policy Framework: The department policy is designed in line with the aims of the Government and policy guidelines enunciated for the upliftment of Backward Classes. At the Secretariat level the Secretary, Backward Classes Welfare functions under the guidance of the Minister for B.C.Welfare in designing the policy framework. Orders issued by Government are implemented by Commissioner/Director of B.C. Welfare and Managing Director, A.P.B.C.C.F.C. , and Secretary, MJPAPBCWREIS and the Managing Directors of the Federations.

At the District and divisional level, the schemes are implemented by the DDs/ DBCWOs and Executive Directors respectively under the supervision, direction and overall control of the District collectors concerned. They undertake regular inspections and arrange for effective implementation of the schemes as per the guidelines and undertake necessary remedial measures, wherever required.

The Department is giving importance to electronic governance by making the administration of major schemes like Post-Matric Scholarships, Tuition Fee Reimbursement, Government Hostels, Residential Schools, BC Corporation and Federations totally online, maintained and monitored in dedicated websites.
